Call for proposals


HDMO is launching a call for proposals to explore the long-term sustainability and funding structures of the European anti-disinformation ecosystem, including EDMO and HDMO.

Background of the Call:

The European anti-disinformation ecosystem, including the European Digital Media Observatory (EDMO) and national/regional hubs plays a vital role in protecting public information environments. To scale impact and secure long-term sustainability, the ecosystem needs evidence-based analysis of current funding, gaps and sustainable financing models.

Objectives:

  • Map and analyse current funding structures and key actors supporting fact-checking and anti-disinformation initiatives across Europe.
  • Identify funding gaps, opportunities, and best practices for audience and business model sustainability.
  • Develop actionable strategies for resource diversification and advocacy to strengthen the financial resilience of EDMO and HDMO.

Activities:

Conduct a comprehensive sustainability research study on the anti-disinformation sector in Europe. The selected contractor will carry out studies and prepare two analytical and strategic documents on the financing and long-term sustainability of anti-disinformation and fact-checking initiatives across Europe, with a particular focus on the EDMO/HDMO ecosystems.

The studies should include:

  1. An assessment of current funding of the EDMO ecosystem (sources, efficiency, and gaps).
  1. An analysis of future sustainability perspectives for the EDMO network, the wider European anti-disinformation ecosystem, and also for HDMO, by identifying opportunities to attract new resources and optimize the use of existing ones.

The research should combine evidence-based analysis, stakeholder engagement, and strategic recommendations to support more efficient funding models and diversified resource development for the network.

Delivery Dates

  • First document on the funding anti-disinformation / fact-checking efforts in Europe, including the assessment of the funding of the EDMO ecosystem: end of 2026
  • Second document should include two paper on the possible sustainability pathways for 1) EDMO and 2) for HDMO: June 2027
